480 Title II Funding
The Law requires 75% of food aid shipments
(approximately 1,875,000 metric tons) to be provided
for non-emergency programs each fiscal year in order
to reduce chronic hunger. The FY 2004 appropriations
bill report reinforced this requirement, stating that
the 1,875,000 metric ton non-emergency requirement
should be met. Despite this mandate, USAID is
allowing approximately 1,000,000 metric tons of food
aid to be used for non-emergency programs this fiscal
year at a cost of approximately $430 million. This is
just 36% of a $1.2 billion budget and less than half
of the 1,875,000 metric ton minimum requirement.
- NAMA supports an increase in non-emergency funding of food aid programs for FY2005 to the mandated 75% of food aid shipments.
Funding
for a Nutrition Component of HIV/AIDS Treatment and
Care
The President's Global AIDS initiative addresses the
devastating consequences of the global pandemic.
However, it lacks funding for nutrition programs, an
essential component of HIV/AIDS treatment and care
for orphans and vulnerable children.
- NAMA supports funding for nutritional programs for individuals and communities suffering from HIV/AIDS through expanded PL 480 Title II non-emergency programs.
The
Bill Emerson Humanitarian Trust (BEHT) Act
The BEHT was established to provide
contingency funds and commodities for emergencies.
Under current policy, BEHT is rarely utilized.
Instead, the Title II program is being used as the
exclusive source of emergency funds at the expense of
non-emergency programming. NAMA believes that the
Bill Emerson Humanitarian Trust should not be treated
as untouchable and should be used as
intended by the law to provide funding for
emergencies.
McGovern-Dole
International Food For Education and Child Nutrition
The funding for this program has been uneven since
its inception reaching a low of $50 million in
FY2004.
- NAMA supports full funding of the McGovern-Dole program at $150 million for FY2005.
